Jennifer "Jenny" Shepard was a female Human who is the Director of Starfleet Intelligence in the 2350s and 2360's and 2370's and 2380's. In 2385, Shepard was replaced as Director of Starfleet Intelligence by Vice Admiral Marta Batanides. Admiral Batanides made Shepard Director of Covert Ops. As of 2388 Shepard is still Director of Covert Ops.
During the 2360s and 2370s and 2380s Jenny often worked with Stargate Command personnel from the Stargate Program. Jenny often came into conflict with Stargate Command officers such as Major General George S. Hammond, Colonel Jack O'Neill and Major Samantha Carter and Lieutenant Typhuss James Halliwell.
During the 2350s, 2360s and 2370s and 2380s Jenny was the Director of Starfleet Intelligence. In 2385, Shepard was replaced as Director of Starfleet Intelligence by Vice Admiral Marta Batanides. Vice Admiral Batanides made Shepard Director of Covert Ops. As of 2388 Shepard is still Director of Covert Ops. By 2389, Shepard was still Director of Covert Ops.
Director Shepard's father, Colonel Jasper Shepard, was an official working at Starfleet Command who was suspected of taking a bribe. While under investigation Colonel Shepard died, officially by suicide. However, circumstantial evidence exists that suggests that either Colonel Shepard faked his suicide. Or, in fact, that he was murdered, due to the "thumb tap" as Ziva called it on Colonel Shepard's hand, discovered after his death. Jennifer's mother is believed to be unknown named but alive and in Los Angeles, California. It may be apparent that she had a sister named Heather as well.
Strong, determined, and fiesty, Jenny proved that she was often a force to be reckoned with during her tenure as SI Director. Her constant desire to be in the loop about everything led to her being disliked by other agencies. Jenny Shepard used her position for her personal wars and did not understand the necessity of bodyguards as she often abandoned them. Jenny had also admitted to Tony that she went too fast in her career and wished she had slowed down.
